撒慕爾對百姓的要求持否定態度。他認為，君王，以及任何像君王一般負責統治的體制，都會造成兩組，統治者和被壓迫者之間的對立。唯一的例外就是先知的存在，因為他們受聖神的引導。

幸運的是，隨著五旬節聖神的降臨，我們每個人都成了先知，因為我們已經領受了聖神。

即使我們表面上受制於他人的壓迫，在聖神的引導下而生活才是我們的幸福。

Samuel reacts negatively to the request of the people. He sees that a king, and in the same way as the king whatever structure, creates the group of those who are in command and the group of those who are oppressed. The only exception to this rule is when there are prophets, who are led by the Holy Spirit.

Luckily, with the descent of the Holy Spirit at Pentecost, we all are prophets, because we have received the Holy Spirit.

To live under the guidance of the Spirit is our happiness, even if externally we are under the oppressive power of other people.
